PP&D Improvements to Support Economic Development

Winnipeg’s construction industry is asking candidates for mayor and council to make the improvements to development and permitting services identified in the City-commissioned KPMG Planning, Property and Development Department end-to-end review report. We’ve identified three ways the new mayor and council can do so:

1) Adequately staff the Planning, Property and
Development Department

Revenue generated by PP&D should be reinvested into the department to address current staffing shortages and resource gaps. This reinvestment will help the department keep pace with growing permit volumes and increasingly complex projects.

2) Modernize the application guidance and resources available on the City’s website

Updating the City’s website to include user-friendly process maps and how-to videos as recommended in the KPMG report will make using Permits Online easier for everyone.

3) Increased reporting

Increase reporting from the current intake stats to publicly report average processing times against performance metrics across the full permit lifecycle to increase transparency and accountability.
