Construction Procurement
Winnipeg’s Institutional, Commercial and Industrial (ICI) construction industry is asking candidates for mayor and council to support fair contracting and openly competitive procurement. We’ve identified three ways for City Hall to do so:
1) Adopt and expand the use of canadian construction document committee (CCDC) Contracts
As of August 2026, four total projects (three infrastructure projects and one building project) have been tendered using CCDC Contracts. WCA has been advocating for the use of CCDC contracts for two decades, and the City is now piloting them for the first time in 2026.
We’re looking for a commitment to continue and expand the use of these industry-standard contracts: they set clear expectations, allocate risk fairly, and reduce disputes and delays that can drive up costs.
2) Allocate risk fairly between the city and its contractors
Every construction project carries risk, and it’s crucial that risk is allocated fairly between the CIty and the contractors performing the work. We’re looking for a commitment to ensure ongoing industry consultation to confirm supplementary conditions fairly allocate risk and provide balanced rights, remedies and compensation for both the City and its contractors.
3) Limit standard bid-hold periods to 30 days to facilitate fair procurement
Keeping bid irrevocability periods to a reasonable time frame will help facilitate fair procurement in existing market volatility and foster overall project value. We have seen bid-hold periods of 60 and even 90 days on recent projects, with further extensions being requested on top of those.
